The Vermont State Police arrested a Newbury man on July 14 following a dispute on Topsham Corinth Road in Topsham.

Theodore Garrison, 62, is accused of smashing the windshield of a vehicle and causing a disturbance outside a residence during a dispute involving three people, according to police. Troopers located Garrison down the road and found he had three outstanding arrest warrants. When troopers attempted to take him into custody, Garrison resisted arrest, police said.

Garrison was transported to the Northeastern Regional Correction Facility in St. Johnsbury and held without bail. He was issued citations for unlawful mischief, disorderly conduct, and resisting arrest. He is scheduled to appear in Caledonia County Criminal Court on July 15.

A victim was identified as Valerie Tofani, 57, of Newbury.
