The Cumberland Police Department has notified the public that a high-risk sex offender has been released in the area. Orlando Smiley, 51, of Cumberland, is classified as a Level III sex offender, meaning police consider him a high risk to the community.
Smiley is described as a Black male, 5 feet tall, weighing 135 pounds, with black hair and brown eyes. The notification was issued under Rhode Island's Sexual Offender Registration and Community Notification Act, which allows law enforcement to release information about registered offenders when deemed necessary for public safety.
The Sex Offender Board of Review determined that disclosing Smiley's information would enhance public safety. Smiley was convicted of a sex offense and is required to register with law enforcement. Police emphasized that Smiley is not currently wanted and that the notice aims to inform, not alarm, the public. They warned that any threats, intimidation, or harassment of the individual will be prosecuted.
