Waterford woman cited for violating conditions of release

Vermont State Police cited a St. Johnsbury woman on July 27 after she was found asleep in a vehicle on Hale Road in Waterford.

Troopers responded around 5:28 p.m. to a report of a woman asleep in a car on a pull-off. The operator, Brooke Rowell, 43, was determined to be in violation of active conditions of release, police said.

Rowell was taken into custody, transported to the St. Johnsbury barracks for processing, and issued a criminal citation to appear in Caledonia County Superior Court on August 31 at 8:30 a.m.
