Two men were cited on July 27 after a reported firearm incident in the parking lot of McDonald's on US Route 5 in Derby, according to Vermont State Police.

Troopers responded to multiple reports of a man pointing a firearm at another person. The investigation identified the parties as Zachary Fleming, 34, of Albany, and Thomas Annis, 21, of Newport City. Police allege Fleming displayed violent and tumultuous behavior toward Annis, while Annis recklessly engaged in conduct that placed another person in danger.

Fleming was cited for aggravated disorderly conduct. Annis was cited for reckless endangerment. Both are scheduled to appear in Orleans County Superior Court: Fleming on September 8, 2026, and Annis on July 28, 2026.
