The Vermont Department of Forests, Parks and Recreation is weighing a fee for access to Willoughby State Forest and its south beach in Westmore. The agency plans to hold public hearings as part of developing a 20-year long-range management plan for the area.

No fee amount or timeline has been announced. The hearings will give residents a chance to comment on the proposal, which could affect visitors to the popular recreation site on Lake Willoughby.
