At approximately 8:46 AM, Vermont State Police received reports of a vehicle that was attempting to go up an off-ramp on Interstate 91 near exits 22 and 23 in the St. Johnsbury and Lyndonville area. Initial reports described a black Lincoln SUV with plate S-2G getting off exit 22 and heading down Hospital Hill, according to dispatch communications. The vehicle was observed by a caller on the interstate. Further details are limited at this time.
