A Hardwick man has been cited for gross negligent operation after he was observed driving the wrong way on Interstate 91 in St. Johnsbury on July 7, the Vermont State Police said.

A trooper from the St. Johnsbury Barracks was conducting a traffic stop near mile marker 132 around 7:50 p.m. when they saw a vehicle traveling southbound in the northbound lanes. Troopers intercepted the vehicle near mile marker 131. The driver was identified as Norman Gravel, 77, of Hardwick.

Following the investigation, Gravel received a criminal citation to appear in Caledonia County Superior Court on July 27, 2026, at 8:30 a.m. to answer the charge.
