Barton Electric ratepayers react to proposed 14.73% increase

More than 120 people commented on the Newport Daily Express Facebook page after Barton Electric Department (BED) announced a proposed 14.73 percent rate increase, according to a July 20, 2026 report. The increase, discussed at an April 14, 2026 meeting of the Barton Village Trustees, drew criticism aimed at the trustees, the selectboard, the Public Utility Commission, and government regulations.

Steve Farnum of the Vermont Public Power Supply Authority told trustees the increase stems from higher power costs, a $3 million bond to upgrade the hydroelectric facility in Charleston, and the creation of a reserve fund. The hydro plant is BED’s cheapest power source, Farnum said.

Village manager and board chair Gina Lyon said invoices of $284,000 and $270,000 for January and February 2026 were far above normal. A $100,000 down payment was sent, and Lyon negotiated a payment plan. The Vermont Department of Public Service now endorses reserve funds after a spike in power costs this winter, according to Farnum.

“DPS realized municipalities need a reserve in case of a storm or spike in power costs,” Farnum said. “It should be $1.2 million, but that would increase rates by 30 percent, so we will build up a reserve over time.” Lyon confirmed a first deposit of $253,834, with annual additions to reach the target.

Orleans Electric Department has not announced a rate increase, though some Orleans residents also complained. BED serves Barton Village and parts of Charleston, Sutton, Brownington, Irasburg, and Westmore.
