The Vermont Supreme Court heard oral arguments June 18 in an appeal challenging a state permit for a telecommunications tower within the Lake Willoughby viewshed.

A group of Westmore residents known as intervenors are fighting a Certificate of Public Good (CPG) that the Public Utility Commission (PUC) granted to Industrial Tower and Wireless, LLC (ITW). The CPG allows construction of the tower on Frog Hollow Road, near the scenic lake.

ITW moved in December 2025 to dismiss the intervenors' appeal to the PUC, arguing the notice was filed 42 days late. The intervenors then appealed to the state's highest court, raising several legal arguments. The Supreme Court heard the case earlier this month; a decision is pending.
