At approximately 10:23 PM, emergency dispatchers received a report of a severely intoxicated person at 2285 Portland Street, Unit 6 in St. Johnsbury. According to initial reports, the person was swearing and seeing things. The individual has since left the residence and is believed to be near the front door. First responders are on the scene.
