GREENSBORO, The Greensboro Select Board at its July meeting addressed the condition of the town hall third floor, approved volunteer-led tours during the Funky Fourth celebration, and discussed several policy and budget items.

Resident Rob Brigham organized volunteers to clean the third floor of the town hall. With board approval, he gave tours during the Independence Day festivities.

Liz Steel of the Greensboro Conservation Commission asked whether the board would sponsor a “Democracy Matters” working group, following a “Strengthening Local Democracy” event featuring guest Susan Clark. Chair MacNeil noted that Clark emphasized the burden on staff and select board when implementing major town meeting changes and suggested volunteer groups could help develop and present ideas.

Town Treasurer Brett Stanciu presented updates to the personnel policy, aligning office staff holidays with the road crew, and defining part-time workers as those averaging at least 20 hours per week and full-time as 30 hours or more. She also outlined a draft timeline for the FY28 budget, proposing completion earlier than usual to allow public meetings in December for feedback. The FY26 outside audit is expected to begin mid-July.

The board approved the dispatch contract with the Lamoille County Sheriff’s Department (LCSD). Member Tim Brennan requested both a financial report and a detailed breakdown of services from LCSD; Stanciu will look into those.

Planning commission members presented proposed zoning bylaw updates. Chair MacNeil thanked them and said the board will continue discussion.

Tanya Thomas was appointed as a Greensboro Free Library trustee. The board also approved an updated engagement letter with architect Jay Barret for engineering reports on the town hall, particularly the third floor. Barret recently stated the building is sound and no access restrictions are needed.

FY27 payroll figures were approved as presented.
