At approximately 11:42 PM, Newport Ambulance was dispatched to the area of Phoebe Road in Newport for a report of a person in the fetal position on the side of the road. Vermont State Police requested the ambulance, as troopers were tied up on another call. The exact location was described as about 1.6 miles from a reference point.
