Police have filed charges against an 81-year-old Newport Center man in connection with a fatal crash last month that killed a 20-year-old motorcyclist.

Howard Collins was issued a criminal citation through his attorney to answer a charge of negligent operation with death resulting, Vermont State Police announced November 14. The charge was filed after consultation with the Orleans County State's Attorney.

The crash occurred October 3 on Vermont Route 100 in Newport Center. Police say Collins was driving south and failed to notice an approaching motorcycle before turning onto Collins Mill Road. Jordan Carpenter of Newport, traveling north, braked but could not avoid the collision. Carpenter died at the scene.

The affidavit of probable cause will be filed with the court and made public after Collins's arraignment, scheduled for December 27.
