The New Hampshire Department of Justice has selected retired Circuit Court Administrative Judge David D. King to serve as Independent Board Governance Consultant for North Country Healthcare Inc., following an investigation by the Charitable Trusts Unit.

The CTU found that North Country Healthcare's board and management breached fiduciary duties by failing to follow proper bylaws in terminating the former WMC Affiliate President and in not recruiting a permanent replacement. No other legal violations were found.

King, who grew up in Colebrook and managed a law firm there for over two decades, also served as Coos County Probate Court judge and on several nonprofit boards, including 20 years on Upper Connecticut Valley Hospital's board.

Attorney General John Formella announced the appointment Tuesday, stating King is uniquely qualified to help NCH strengthen governance and rebuild community trust.

In his role, King will oversee independent director recruitment and training, attend board meetings, meet quarterly with NCH Board Chair and state Senator David Rochefort (R-Littleton), and provide public quarterly reports to the DOJ. NCH agreed to the oversight after CTU issued its findings.

The investigation was prompted by complaints from former patients of Dr. Elizabeth Cooley and community concerns about executive salaries and a potential conflict of interest.
