The Peacham Selectboard met on June 3 to consider a draft lease for the town's school building and hear a presentation on zero-sort recycling collection, among other business.
School Board member Mark Clough presented the lease, noting that the school's insurance carrier has approved it and that the Vermont League of Cities and Towns, which would become the insurer, still needs to review it. The proposed arrangement would have the school's insurance cover liability and building contents, with invoices for building coverage sent to the School Board. Board member William Kempton asked about right of first refusal language; Clough said he would verify its inclusion. Clough also mentioned that the building's solar panels are leased by an out-of-state investor and that a seven-year lease renewal was recently signed. A radon test came back clear. Clough asked the board to consider designating the building as a town-wide emergency shelter, drawing a suggestion from Bruce Westcott to consult with the Local Emergency Management Program. The board voted to send the lease to attorney Ed Adrian for review.
Kelton Bogasky, a Casella representative, explained how zero-sort recycling collection works and discussed collection options. The board asked questions, and Bogasky agreed to provide a price comparison based on the town's usage. No vote was taken.
In other business, Road Foreman Jeremy Withers reported that paving on Bayley-Hazen Road is mostly complete, with a small patch remaining. Invasive plant management is ongoing. An engineer is finalizing plans for the Mill Trace Bridge. The board also discussed concerns raised by the public, including UTV use on Keiser Pond Road, the absence of a flag at the town monument on Memorial Day, and sneakers hanging from power lines. The board corrected a cemetery deed transfer and approved a request from Guido Carlone to launch a drone from town property to photograph the church.
