At approximately 5:21 PM, St. Johnsbury Police responded to a disturbance at ExpressCare on Railroad Street. According to initial reports, a person was throwing objects at the wall and appeared to be on the verge of being arrested. Officers have been on scene since at least 5:13 PM, when units were dispatched to assist. The situation continues to develop as officers attempt to speak with the individual.
